The Empires of Collusion are made up of activist NGOs, unions, companies and associations that have different agendas but share a common goal of restricting competition, particularly from developing countries to achieve them. Some groups have an ideological commitment to limiting the economic growth of poor countries in the erroneous belief that the world cannot afford granting them an equal opportunity. Other organizations seek to protect uncompetitive wage or resource structures by restricting legitimate competition from abroad, even when doing so puts their own business customers at a disadvantage in the global marketplace. Whether ideologically or economically motivated, these groups, unions and companies have chosen to beat the competition by engaging in fabrications and exaggerations towards foreign pulp and paper competitors. And whether motivated by true belief or greed, these groups' shortsighted strategy violates the basic tenets of a free and fair global marketplace.
